- Spouses, partners or parents (including step-parents, foster parents or parents-in-law)
- Children (including foster and adopted children). If you look after at least 1/3 of a child, it counts as a member of your household.
- Partners with whom you have lived together for at least 1 year or with a joint child or with whom you share income/assets
- Persons with whom you care for relatives

In the case of deceased household members, the deceased person is not counted out for 12 months after the month of death, unless the home was given up afterwards, the number of household members has increased to the original level or the person would have been excluded from housing benefit due to the receipt of other social benefits.

These include:

  • • Citizen's allowance or benefits for trainees according to SGB II
  • • Basic income support in old age or in the event of reduced earning capacity
  • • Assistance with living expenses (SGB XII)
  • • Transitional or injury benefit
  • • Benefits under the Asylum Seekers Act
  • • Child and youth welfare services (SGB VIII)

    Help The income must be stated as a gross amount (i.e. including tax and social insurance). This includes:
    • Salaries/wages or income from self-employment
    • Pensions (old-age, widow's, orphan's or reduced earning capacity pension)
    • Pension payments (retirement pension, widow's or orphan's pension)
    • Tax-free severance payments or refunds
    • Foreign income
    • Maintenance and subsistence allowances
    However, child benefit, parental allowance (up to €300), care allowance and income from renting or leasing part of the home are not included.
Help This generally includes gross rent, water consumption and waste disposal costs. However, it does not include heating costs, hot water, energy, parking space or other service charges (e.g. for nursing and care services)

These usually include:

  • commercially or professionally used space,
  • is space provided to a non-household member (for a fee or free of charge) (e.g. subletting),
  • space subsidized by public funds (housing cost relief, Housing Promotion Act, etc.) or special-purpose assets, or
  • area covered by a person obligated under the Residence Act
